The film was officially announced in June 2016 under the tentative title Thalaivar 164, marking Rajinikanth’s 164th film as a lead actor. The official title was revealed in May 2017, with principal photography beginning that same month. Although much of the filming took place in Mumbai, some scenes were shot in Chennai due to logistical challenges. The filming wrapped up by mid-October. The film features music by Santhosh Narayanan, cinematography by Murali G., and editing by A. Sreekar Prasad.Originally scheduled for release on April 27, 2018, Kaala faced delays due to a conflict between the Nadigar Sangam and Digital Service Providers. In Mumbai, migrants from southern Tamil Nadu reside in Dharavi, where a ruthless minister, Haridev “Hari Dada” Abhayankar, seeks to evict them to construct luxury buildings under the guise of government schemes. Karikalan “Kaala,” the godfather of Dharavi’s residents, opposes Hari’s plans, determined to protect his community.Kaala’s former love, Zareena, returns as an NGO representative aiming to improve conditions in Dharavi, unaware of Hari’s intentions. Despite numerous attacks by Hari’s men, Kaala resists the eviction efforts. Tensions escalate when Hari’s henchmen kill the son of a local resident, prompting Kaala to retaliate by killing Vishnu Bhai, one of Hari’s allies.
After a failed assassination attempt on Kaala that results in the deaths of his wife and son, he vows revenge. He rallies the community to protest against the government, leading to the cancellation of Hari’s “Clean Mumbai Initiative.” Enraged, Hari imposes a curfew in Dharavi, resulting in violent clashes. A reporter captures evidence of Hari’s corruption, leading to the arrest of police officer Pankaj Patil. As the community refuses to believe Kaala is dead, Hari’s mental state deteriorates during a public event, culminating in a riot where the people of Dharavi kill him. In the aftermath, other slums adopt Kaala’s methods of protest to safeguard their neighborhoods, marking a significant victory for the residents of Dharavi.
