In 2006, private investigator Thomas Lockhart is consumed by his quest to solve a series of murders he now suspects are linked to time travel and the enigmatic Dr. Rao, who has gone missing. His teenage daughter, Amy, lives with her partner, Holt, and Lockhart has only sporadic contact with her.
Lockhart uncovers a previously unreported victim from the 1988 murders and visits the victim’s wife, who reveals her husband was involved in a white nationalist militia. He shares his theory with Holt, suggesting that the killer is moving back in time to eliminate members of the militia as they progress forward in time. However, Holt dismisses his idea and urges Lockhart to seek psychiatric help.
Determined to follow his lead, Lockhart steals Holt’s badge and impersonates a police officer to track down the ex-girlfriend of the militia leader. When he arrives at her home, he finds she has been murdered by the suspect. Lockhart pursues the killer, manages to wound her, but she mysteriously vanishes in a time machine. Subsequently, Holt arrests Lockhart, while Dr. Rao observes the events from the shadows.
