When Mumbai Police Commissioner Ajay Bhardwaj announces the end of the city’s mafia, a ruthless man named Vijay Surya arrives with ambitions to take control of Mumbai. Settling in Dharavi with a friend, Surya assembles a crew of gangsters and gains the support of a local politician, Laalu, after orchestrating the murder of a key witness through his henchman, Shakeel. Surya also aids the residents of Dharavi in eliminating their debts by having his gang rob the Bank of Maharashtra, destroying the original loan documents and erasing the bank’s records. As the locals begin to see him as their savior, Surya earns a reputation for his fearsome extortion tactics.
To protect himself from Commissioner Ajay, Surya ensnares his daughter, Chitra Bhardwaj, pretending to fall in love with her. However, when Surya learns that Central Minister Jaidev Ghanapuleti has sent assassins to eliminate him, he cleverly misleads them by posing as a guide, planting explosives in their food that detonate during a confrontation, leading to a chaotic shootout. In the aftermath, Surya encounters Chitra, who has discovered his true intentions. While in custody, Surya admits he deceived her but claims to genuinely love her. Despite this, Ajay is compelled to release Surya after his henchmen kidnap Chitra. Surya vows to abandon his criminal lifestyle to be with Chitra but ultimately opts to establish a legitimate business that remains untouchable by the police. He launches Surya Exports & Imports as a facade for his vigilante operations, recruiting local gangsters to help him expand across the country. Surya begins imposing a 2% tax on every contract in the areas he controls, quickly amassing wealth and power. During the inauguration of his “Business Bank,” he confronts Ajay, revealing his thirst for control while claiming that crime rates have declined since his recruitment of gangsters. Surya further aids Laalu in becoming the Mayor of Bombay by defeating Arun Gokhle, who is later murdered by Jaidev after exposing his corrupt schemes to Ajay.
