Venkataratnam Naidu lives with his mother, stepfather Naidu, and younger half-brother Ajay in Kondaveedu. His stepfather shows favoritism towards Ajay, which fuels Venkataratnam’s resentment. Tired of the situation, he stops caring about others’ opinions and renames himself after the fictional character “Gabbar Singh.” As his anger towards his brother and stepfather grows, he eventually runs away from home. Naidu later finds him and sends him to a boarding school far from Kondaveedu. Fast forward twenty-one years, Gabbar Singh is now a police officer serving as the Circle Inspector (CI) in the Kondaveedu region. His feelings towards his brother and stepfather remain unchanged, and he chooses to live separately from them. Although he wishes to live with his mother in his new home, she prefers to stay with Naidu. Ajay has become a gambling addict, racking up debts throughout the village. Gabbar Singh also falls in love with a handicraft vendor named Bhagya Lakshmi.
Siddhappa Naidu, a local goon, aspires to become the MLA in the upcoming by-election, with the backing of his uncle. He seeks nomination from the ruling party but harbors a deep-seated hatred for Gabbar Singh, whom he sees as an obstacle to his illegal activities. Despite his attempts to win Gabbar Singh over, Gabbar firmly rejects him, warning him of his true nature. Infuriated, Siddhappa sends goons to disrupt the Kondaveedu market yard, but Gabbar confronts and defeats them, successfully reopening the market. In retaliation, Siddhappa plots to kill Gabbar Singh, but his uncle advises him to speak with the Home Minister to have Gabbar transferred out of Kondaveedu. The minister denies their request and warns Siddhappa to either make peace with Gabbar Singh or risk jeopardizing his political ambitions
